Implementing structured dialogue for the advancement of sustainable rural communities

The Croatian Hunting Association, collaborating with the Municipality of Pisarovina, is actively executing the Erasmus+ project named "Structured Dialogue to Sustainable Rural Communities". Erasmus+ is a distinguished program backed by the European Union (EU) that vigorously supports education, training, youth, and sports in Europe. Through its Key Activity 3 – Support for policy reforms, the project aims to facilitate 'Meetings of young people and decision-makers in the field of youth (Structured Dialogue)', to synergise the active participation of young individuals in democratic life. This proactive communication between young people and decision-makers aims to significantly influence the development of knowledge and policies for young people at the local, regional, and national levels. It is important to note that the project is fully financed by EU grants.

The primary goal of this project is to emphasize the vital significance of involving young people and decision-makers in structured dialogue. This is crucial for fostering mutual understanding and shaping policies that genuinely address the needs of the younger generation.

  • To increase the participation of young people and decision-makers in structured dialogue at the local and national levels
  • Encourage young people and decision-makers to communicate and cooperate through structured dialogue.
  • Encourage young people and decision-makers from rural areas to network with other rural regions in Croatia. This is an essential message of unity toward the same goals.

What does "Structured Dialogue" stand for?

  • A collaborative process where young people and decision-makers work together to continuously develop recommendations to enhance the status of young people in Europe.
  • A tool to ensure that youth policies reflect the rights and needs of young people across Europe.
  • A space in which youthful individuals energetically partake in advancing youth policies, both at the European and national levels.

Since 2009, the European Union has engaged in structured dialogues with young people, allowing them to influence European policy. Croatia's "EU asks" initiative aims to bring young people closer to decision-making. The goal is to integrate young people's recommendations into national and European youth policies to enhance their lives. Five 18-month cycles have addressed youth employment, democratic participation, social inclusion, political empowerment, and life skills.

Since Croatia acceded to the European Union, our country has initiated the implementation of a structured dialogue with young people. The National Working Group for Structured Dialogue with Young People has been entrusted with this task. It comprises representatives from various state administration bodies, youth associations, and organizations for young people. The ongoing sixth cycle of the structured dialogue, commencing on July 1, 2017, and concluding at the end of 2018, is dedicated to formulating a new European strategy for youth.

The integral component of structured dialogue involves conducting consultations in collaboration with young people. These consultations provide a platform for contemplation on the prioritisation, execution, and assessment of European and national youth policies. In conjunction with the questionnaires on this platform, various youth organisations conduct many activities to ensure widespread participation and facilitate the articulation of opinions and recommendations engagingly. This effort aims to amplify the voices of young people and ensure respect for their ideas and suggestions. By engaging in structured dialogue to express viewpoints, criticisms, and recommendations, young individuals possess a potent instrument to impact their future profoundly. They are best positioned to comprehend the challenges and requisites of young people, and their future should not be determined by others but instead in collaboration with them. Engaging in structured dialogue, participating in decision-making, and taking proactive steps today are crucial for shaping one's future.
